Not quite. Though depends on how you mean it. They tried to pay Watkins but KC came through at the last minute with an offer the Rams were not willing to top. After that they explored the Cooks option again. It is true that they tried to trade for Cooks the year before and the Patz drove up the price of the trade too high. It is true that McV wanted Cooks in the first place. But the sequence of events in 2018 went this way--tried to pay SW, let SW go, then tried the Cooks option again.
