I think the top tier consists of the Saints, Rams, and Chiefs, Speed. And the exact order is really blurry.
All others fall into the next tier down, imho. Yeah, “On any given Sunday”... But I see the big three and then everybody else in some pecking order or another.
I think we have to consider NO at the top of that pecking order. Obviously though, they're not unbeatable.
But I agree with your top tier of 3.
