I could see where the NFLPA might even propose the idea.
How about phasing in the roster increase? Next year the cap goes up around $13M. Let teams add two more players. (Minimum salary in the NFL is under half a mil, so it could cost less that $1M to add 2 more players.)
The year after the cap goes up $10M. Add 2 more players. They and the two you added the year before cost you $2M and the cap has gone up $23M.
I think the NFPLA would be OK adding 128 more players to NFL rosters if it was done that way.
