Yeah he has. Good play in Phil and Minn. Unless you want to apply the same logic to a guy like Rivers and say he hasn't elevated the Chargers. In which case IMO youre just putting things on the qb that aren't really all on the qb.
Today was not the circumstances he had in Phil or Minn. No reasonable person would expect different. Even the announcers noted that this wasn't the Bradford of 2015-2017.
Put him back in good enough conditions and yeah he can play.
