I believe Goff could use the work at the very minimum one quarter in game two and a half in game three. Problem is, they don't want Whitworth to play that much and thus not having someone they can depend on at LT is the reason they are sitting Goff. I would play Goff one quarter against the Raiders with Whit taking a few reps and then put Noteboom out there and chip with a TE.
I don't think Gurley needs any carries, but again playing the first unit for one quarter in the next two games IMO, could benefit them. You can be overly cautious and I don't agree with McVay on this, but let's see how it works out. Last preseason both Whit & Goff played, so I don't understand the change, but again, we'll see.
