I don't see any evidence that they are sticking to 25 M no matter what. So that particular mantra is a little puzzling to me...I don't think there's any real basis for claiming it.

Remember, unspent cap money rolls over to the next year. The risk for the Rams cap-wise is minimal since they would be able to use that money the next year. On the other hand, AD loses money he'll never get back.

You've got the process backwards. AD would have to negotiate a deal with the trading partner first. No team is going to agree to a trade until they know they can sign him. So only after a contract is agreed upon would the two teams begin to negotiate a trade. It would be the Rams who can veto a deal worked out between AD and another team by refusing to come up with a trade they see as fair. And as you've pointed out, AD is so incredibly valuable that the Rams won't settle for a lowball trade offer when they can see this history of players holding out due to being tagged eventually coming to a deal.
