I don't think fines are any more than a nuisance and are usually forgiven when a player signs. But the date that is 30 days prior to week one is the date and not September as I was thinking above.

A question about that article. Is this a typo?

"As a result, if he doesn't report at least 30 days prior to week 1, he'll become an UNRESTRICTED free agent next season, thus limiting his options even further."

Don't they mean RESTRICTED?
