I don't think I would classify it as an issue of not being on the same page but more the ability of the contract people to execute the agreed on strategy.
The coaches, Snead, and contracts team could all agree on who needs to be retained but the contracts people fail in their role in some manner. Maybe it's by misjudging the market, maybe it's by low ball offers.
The only players they've successfully extended were fairly average and were overpaid. They haven't been able to extend any above-average or elite player and I don't think it's because the coaches and Snead didn't want to keep them.
