I will say this, after spending a bunch of years developing my own style and strategy for putting together draft lists, I realized I wasn't too far from building a draft board. And this was the perfect year to try it out, because frankly the Rams have less needs then usual and the needs they have are glaring.
So I broke down the roster, asked the board for their opinions on what positions were most needed in order and how many. Then I finished my positional lists, built my big board from there, then started cutting out players that weren't needed (Sam Darnold or the top 5 CBs for example, or 4-3 only OLBers) then stacked them according to the consensus of the board.
So for example Josey Jewell is ranked 86th overall, Mark Andrews is ranked 79th, so I have them graded real close together. But on my stacked board, Jewell is ahead of Andrews because ILB trumps TE and on top of that, TE is deeper later on in the draft then ILB. So if those are the top 2 names left on my board when I am ready to draft I take Jewell and there should be no argument in the draft room because we came to this ranking before the draft.
Does any of this makes sense? I hope it does.

This post brings up a couple of questions. What did you have as the final needs priority list?
You mentioned that depth of class is factored in. How?
Once stacked liked this, do you just go by whichever name is at the top of the list when our turn comes up?
Scenario: if we're up at 87 or 111, Josey Jewell and Okoronkwo are available, but we know that ILB are available later and edge guys are likely to go fast, what do you do? Jewell is ranked four slots higher.
Lastly, have you identified talent groupings or lines in which there are clear separations between a players talent level and when it's our turn to select it doesn't matter which name is picked as long as it's in the same talent tier? Or does it not work like that?
EDIT: I think you answered my question in your post above. I read it too quickly. It sounds like you just take the name that is highest on the board.
