Well we know NE wasn't going to give Cooks the kind of money he could get elsewhere, (they are just letting all kinds of players walk for some reason this
offseason). Now I think maybe in NO he may have complained about targets,(not sure if true),but again with Thomas going forward they were not going to have 2 WRs making 14/15/16 million a year and they choice to get what they could for Cooks last year.imo.
