Cooks can get more. If you look at 2nd contracts by position it goes up every year.
With WR there's a built in difference though--there's the elite tier, which is only 3-4 guys, and that tier gets more. The next tier down. includes guys like Cooks and Watkins.
In 2017, Adams got 14.5 M and Jeffrey got 13 M. That's 2 years ago and is very dated by now. Offering that kind of money to Cooks now would be insulting.
In 2018, Watkins got 16 M and Evans got 16.5 M.
When Cooks comes up it will be 17-18 M.
It doesn't matter what you or I or any other fan is "willing to pay." That's the market. If the Rams don't pay it someone else will.
