when push comes to shove, in the regular season, I just don't see it happening.
This penalty, more than holding, will occur every single play. How do interpret it?
I heard that when the "hitting with the crown of the helmet" rule came in, it was called twice in the first week of the season...then not called again. It is about rare...I don't recall seeing it called at all last year. Yes, you see helmet to helmet...but that's it.
And what about consideration for ejections? I think this is a point of emphasis...you'll see it in preseason...and when the season starts, it will disappear. This way the NFL can say "we implemented a rule" to protect their arse from being sued.
That's how I see it!
