It can keep a receiver from making a big play and that the defense would hold on every 3rd down if it is just a 5 yard penalty.
The past interference call is a tough one. Those 50 yard penalties are killers, but I can see the logic. If you are beat, why not just hold or hit the receiver if he is in better position, if the penalty is so minor that you can save a touchdown for a minor infraction. Defenses will be hitting the receiver any time their is good potential of a big play if the repercussions are so minor.
