The Rams FO lacks foresight and the football acumen to get deals done smartly.
The could have used the money they spent (and wasted in dead money) on Ogletree and signed Joyner last year. They probably thought that that would have been overpaying Joyner, but they would have been wrong.
If they "overpaid" Joyner, which is another way of saying pay him what he will eventually get anyway, then the Rams could have tagged Watkins as they expected.
Instead they screwed the pooch on Ogletree and Watkins.
This is not to say that they didn't do well on other acquisitors, like Woods and Whitworth, but they are not a top tier FO by any stretch until they end the brain farts.
