The coaches depend heavily on the GM and personnel people.
Either way the Rams work collaboratively on personnel issues. The way they have always described it, Snead has to hear what the coaches need, and then he comes back with names and possibilities, and they hash through it. It is, and always has been, collaborative.
Besides, the main coach whose dialogue with Snead matters when it comes to the latest moves is Phillips. McV is never going to dictate things like that to Phillips.
Snead btw officially has final say on personnel acquisitions. But then he works through consensus and so the "final say" thing is kind of mostly on paper.
