What in the world makes anybody think that Reynolds is any different than the long line of Rams WRs that were trodded out on the field for the last decade?
Kupp, for example, we knew after the first preseason game that he was going to be a good one. We have seen nothing of that from Reynolds.
He is just another guy like:

Brian Quick
Chris Givens
Austin Pettis
Greg Salas
Mardy Gilyard
Brooks Foster
Donnie Avery
Keenan Burton
Derek Stanley

You have to go back to Kevin Curtis to find another caliber WR that the Rams have drafted other than Kupp.
Put it this way. Odds are on favor that Reynolds fall in that previous group, much better than he falls in the group of:
Kupp
Curtis
Holt
I really don't see why anybody has a different opinion. We see Kupp making play after play with his opportunities. We see Reynolds making an occasional play. It is a night and day difference and Reynolds has given no indication that he is nothing more than a roster filler like those previous 15 guys I listed that the Rams drafted. Sure, there is a long shot that Reynolds is a late bloomer and could become a good WR, but to bank on it to me is reckless for a team that when they didn't stack up for WR, had 10+ losing seasons, but as soon as the position gets solidified, the Rams become a playoff team. To weaken the position to me, makes NO sense.
Either sign Watkins or get somebody like the Dolphins #1 WR or draft one in the first round or make another trade, if there really is something wrong with Watkins.
