Many have mentioned before...
But my guess is that Goff is coached to only focus on a part of the field and not reading the whole field. And he's probably going to focus more on the side where his friends (Higbee and Kupp) are. And the receiver he's comfortable with (Woods). And it doesn't look like he will deviate much from his pre-snap progression.
Plus, Watkins runs more of the deep routes, which Goff might not be comfortable throwing to yet.
Also possible that Watkins could be freelancing and taking advantage of the coverage instead of running the route that was called.
Those are my guesses...

One thing I've noticed in most of the stills is that SW is on Goff's backside. That might lend some credence to the thought that he was taught to only look at quarters and halves, mainly on his front side. Just spit-ballin' and speculatin'.
