My answer would be yes. I don't advocate building an elite offense and semi ignoring the defense because the SB is different in the fact that the offense has 2 weeks to plan for a defense. That doesn't happen during the season.
In fact if you were to ask me today my priority in the offseason, it would be CB, NT, Edge, OT in that round.
