to me are the WRs that are elite on that list.
As bad as Watkins played this last year, he could still be lumped in with many of the others. Again, get him cleaned up and healthy, I would spend the money on him, but he has to perform like he did in Buffalo where he averaged 1000 yards on a bad team with a bad QB play and doing it in less than 16 games.
If he continues to perform like last year and can't judge a ball and can't make cuts and is confused all the time, than he probably isn't worth the money.
