Most often in this scenario, Snead will trade down (or up) to make BPA and need align.
In nearly every draft, Snead has targeted positions. But that's not to say he ignores value or doesn't follow his board. He just moves around to wherever he feels the value is. He's among the most active draft day trading GM's in the league.
It's not BPA. It's not NEED exactly either. He looks for his spots where need meets value. You add "fit" to that and the formula is need + fit + value where picked
