The problem with redzone numbers is, different people measure it differently.
Some measure it by counting TDs according to number of trips to the redzone. So if you get inside the 20 and throw 6 times--three times to get a new first down and then three more times to get the TD--that's one trip, one TD.

Another, related but not overlapping stat is the percentage of TDs per attempts thrown by the qb inside the 10. That's a real stat too.

According to espn splits, Goff inside the 10 has 14 TDs on 33 attempts inside the 10, which comes out to 42.% Going back to the site that ranks these, 42% would be tied for 10th in the league, which isn't that bad.
Short version: yes the Rams had problems finishing drives all season. They were not absolutely terrible, partly because they improved after the bye (they themselves said they were going to work on this during the bye), but they can be better for sure.
