I understand you feel that TE is a major piece the offense needs. You may well be right.
But even if they had that piece, there's no guarantee that Goff would use him adequately.
The biggest thing the offense needs is for Goff to continue to develop. As long as he's working hard, the offense should get better provided they don't decrease in weapons.
I believe most of the pieces are in place.
