The reason the Raiders have the "loyalty" they have is that wearing Raiders gear and showing up at a game is not really just about being a Raiders fan. To speak frankly, for some it's more about gang culture than it is caring about who the Raiders hire for head coach this offseason or what picks they get in the draft.
So for any other team in LA, whether it's the Rams or the Chargers, the only way to "win" the town is to win games. Play exciting, winning football on a consistent basis and eventually people will want go. Thankfully, the Rams seem set up for that. Hopefully the crowds come sooner rather than later.
