The first team to have a college scouting department which I recall was headed up by Hamp Pool. They actually shared their reports with other NFL teams at the time as college scouting was not a full fledged thing in the NFL at the time.

Tex Schram who helped build the Dallas Cowboys from infancy was a Rams employee before that.

The best Commissioner in the History of the NFL Pete Rozelle was a Rams GM at the time he became the Commish!
