Yes, Dan Reeves wanted to move to LA regardless and he was encouraged by his good friend, then Washington Redskins owner Edward Bennett Williams but, the Rams moved essentially in 1946 because the city fathers in Cleveland leased Muncipal Stadium to the fledgling Cleveland Browns, leaving the Rams without a place to play there games. So, them moved. Probably would have moved eventually anyways but this made it happen sooner.
