What Romo meant was that the QB is operating effectively and efficiently within a limited space. In exercise/ sports science, the term efficiency describes an athlete's ability to achieve the maximum athletic result from the minimal mechanical effort.

If you and I are athletes of equal ability, let's say that we are both sprinters, and I use more exaggerated motion when I run than you do, then you have greater economy of motion and thus are more efficient. You would likely prevail if we were to race against each other, especially if the element of time is a factor such as at a two day track meet.

In the case of Goff, he makes a lot of his throws from the pocket with very efficient mechanics. He doesn't require a lot of space and motion; hence the phone booth analogy.
