IMO? They were traditionally unafraid of that (which led to some misses). They didn't mind taking a guy with high end promise who needed to develop. I suppose that tendency was reinforced by Fisher's experience with McNair, who only started in 6 games total in his first 2 years.

When Fisher talked about why they took Goff over Wentz, he stressed Goff's combination of a quick release and accuracy.

Personally I don't mind that they took the greener guy.
