Your probably right that the design has been turned in already. I remember on preseason this year, there was an announcement that there will be an official statemeant after this season regarding the new uniforms. Probably in January or February.
Seems to me they will then admit the designs been put in already, or they will submit it asap at that time so it will be ready by the 2020 season.
