Its hard to come up with a definition, and its hard to evaluate one player when so much depends on the other 21 players in this chaotic team sport.
Goff is looking good so far. He's shown flashes of what he showed in college. The ceiling looks very high. Time will tell.

You're mixing up "franchise qb" with "elite qb."
A franchise qb is a continuing starter the team installs with the intention of starting him for however long he plays effectively (which the team assumes will be a long time), and builds around, and makes every effort to keep. Like Stafford in Detroit.
The term implies a certain level of bottomline quality of course but is not the same as elite.
Most of the guys you named there were franchise qbs. They meet the definition.
If you want to debate which ones were elite, that's a different question.
