Rams had a defense that was a playoff defense and you draft a development player 2nd in the draft that may be a good player 3 or 4 years down the line. To boot, it was at a position that didn't touch the ball or rush the passer.
NFL - Not for Long Quinn's early demise because of injury happens all the time. When you have a strong unit like the Rams had on defense, you can't draft for players so far away from being able to contribute in a big way.
The Robinson pick because the Rams had some key players on defense already made no sense. You play to win NOW. The Rams missed out on an opportunity to be a playoff team those years by wasting that pick for a possibility he could become a player in the future.
