I don't know whether he's behind/ahead of where he "should" be or not. I believe those who suggest he's missing open receivers. I also KNOW that I, personally, have seen many more people showing stills selected at least in part to make that case than with any other QB.
Which is to say: I do NOT know that a similar case couldn't be made for many other QBs in this league, especially young QBs but also including some older QB's.
For all his flaws, the kid has thrown 1 int in 54 passes - a horrible, costly interception, but only one. Certainly, if he keeps up his current overall level of performance I will be HAPPY, especially in light of: 1) his lack of readiness for the pro game, 2) the awful regime he played under his first year (technically, he's on his 3RD head coach!), 3) the fact that he's on his second offensive scheme, is two games in, and hardly played in the preseason; and, 4) his cast of receivers is largely new.
I see very little to complain about in re his performance in light of those facts.
And if Goff generally improves his play over the rest of the season and beyond, as I fully expect him to given his own good health and stability around him (coaches, scheme, players), I'll be DELIGHTED because he will have become a very good QB.
