I always thought that a QB going thru his progression was more like take a look at option #1: if he's open throw the ball, if not then look at option #2, etc.
If this is the case then Goff might be throwing to option #1 - who might be marginally open - when option #3 or #4 is running free.
It seems to me that the time to scan the whole field is pre-snap: take a look at the D and figure out who is likely to be open. But then when the ball is snapped the progression is sequential rather than everyone at once.
All that being said it would be good of Goff disguised who his #1 option is. (i.e. look at someone else first to draw the defense to the wrong spot, then go to option #1)
