For the most part, I am giving Goff a mulligan for 2016, but you can't ignored everything about it. He was extremely behind the curve coming into the NFL regardless of how god awful Fisher and his staff were.
So, yeah, I agree that 2017 is dedicated to the progress of Goff, but he needs a lot of progress. You don't go from how bad Goff was in his rookie year to average in your 2nd year regardless of who your HC is. I don't know what "this is his real rookie year" really means. I just see a kid QB who has first round talent and needs a lot of development and is finally getting it from good coaches.
Whats hard about evaluating Goff is that he doesn't have those athletic physical traits that jump out at you. His talent is much more subtle.
