I read it as signifying both meanings.

Clearly you have to pressure any QB who can throw and Goff can clearly throw.

But I took it ALSO to mean that this guy wants to believe that Goff is still the guy he could disrespect last year. It's hard to give up a very comfortable view of an opposing player whom you feel you can beat.

It will take Goff time to kill off the lingering belief that he is vulnerable and easily forced into mistakes.

Hell, I still feel some of that myself.
