Rams pay up to the cap every year right?

It's not like they are cheap. Maybe when Georgia had the team before the cap. I don't know. But it seems like every year the Rams spend all they can.

I still hear people on here say "C'mon Kroenke stop being cheap and pay the man." Does it work that way at all?
