It's more than Kupp. It;s Kupp and Woods. Then, if health allows it, some role player stuff from Tavon or Thomas or both.
Would adding these 3 guys change that much? I can't see it. They don't know the offense and are therefore far less useful. I think they are bodies to get reps in for now, given the current injury bug at WR. Beyond that the 3 new guys may be in prolonged tryouts to see if one of them has anything to offer for the future. Meaning, longterm future. I don't see them catching up on guys who have been through OTAs and have much more developed chemistry with the qbs.
In terms of having a Julio Jones etc. ... how important is it to have an elite receiver? I see it as nice to have but not necessary.
How many WRs who would fit the top tier you described (Julio, Antonio, and Odell) were on playoff teams? Or to turn that around, how many playoff teams last year had a guy of that caliber?

So yeah to me that classifies as nice to have but not a necessity.
