Fisher and Spags both were veteran coaches and Fisher had been a long time head coach in the NFL. Yes Fisher replaced Spags because Spags was a total loser as a head coach. You have to admit, early on that Fisher while mostly disappointing did have some moderate success in various games but could never get past being mediocre.

Ultimately the total collapse the team suffered after Fisher had been the coach for 5 years was more then could be tolerated by fans or Rams management.
