I disagree with your comment about TE's. Denver just showed the better decision making on that front, which is to be expected given the two franchise's results. But IF you truly believe there is only one guy that isn't a major project, then you either go get that one guy or you draft those projects commensurate with their risk factor. Rams did neither.

I believe I said Kupp was the exception.

Don't totally disagree on Johnson, but he is raw from a technique and recognition perspect and got by in college on his athleticism. Likely going to take some time to figure it out in the NFL, assuming he does.

Reynolds is far from polished in any NFL sense. Any time you draft a WR like him that needs to learn how to play the position at the NFL level yet almost from scratch and doesn't have the truly elite tools, like a Mike Evans, that allows him to essentially win just by showing up, is a big risk.
