Most cases I just assume that players are doping. In this case, your reasoning is very sound. Besides, hydrating is used heavily to manipulate a body. It can cleanse him to make him look dry and test at a lean weight. It could also be used with carbs to and other macros to add weight and increase function. In this case, I believe that a tweener is trying to up his weight or lose his weight.
