Saying he didn't prioritize it is not true.
It's very fair and reasonable to say he didn't do it all that well, and it's probably fair and maybe reasonable to say he did it poorly based on results.
But it's not fair or reasonable to say he didn't address it because he paid attention to it and spent money on it.
Again, two different things here.
