I've seen an analogy drawn that likens the GM to the guys who buys the ingredients for a restaurant and the coach is like the chef. It's as easy to imagine a situation where the buyer gets all the finest ingredients while the chef only turns out slop. I would not blame the buyer in this case any more than I would blame Snead for the Rams' constant failures under Fisher.
