This is a big game of chicken, IMO.
When the league went with the Inglewood project last year, it gave the Chargers the right of first refusal with respect to tenancy. If they declined to act upon it, then the Raiders would have the opportunity in Inglewood.
Well, when the San Diego tax referendum went down in flames in November, Spanos' hands were tied. He (and the league) wants to remain in San Diego, but he couldn't afford to decline the Inglewood option and have the Raiders seize it (and the LA Market). So, even though the Chargers aren't wanted in LA, they've effectively blocked the Raiders from moving here.
But with completion of the Inglewood stadium still two years out, I'm wondering if Spanos will seek private funding for a stadium in San Diego (which is what he and the league wants - to stay in San Diego, not private $). The Raiders, meanwhile, see all of this and will likely wait until the last possible second to break ground in Vegas (hoping to return to LA - which Stan likely doesn't want). That's why they'll stay in Oak-town for the time-being.
I suspect a couple of twists and turns before things are officially settled.
