Unproven for sure and they very well could draft a WR at 37 or 69. If they sign Webster at CB and Groy at C I would be leaning heavily toward WR or DE at #37.
But I do also think it
partly depends on what they think of Cooper and Spruce. Do they consider them capable of being 3rd and 4th WRs? I think Cooper can be. Spruce is still unknown and it's hard to go into a season counting on a guy who didn't play a regular season game a year ago.
They are all in on Goff which makes adding as many good players around him as possible their top priority. And I also believe Austin could easily be cut loose next year if he doesn't have a very good 2017. So that's another reason a WR at #37 would make sense.
