I'm not saying they are busts or aren't very good, what I am saying is that more then a few of them never seem to make that next big step in development. Fine players and starters, just not quite what you expected when you drafted them.

Examples would be any RB outside of Derrick Henry. Dre Kirkpatrick, Mark Barron, Dee Milliner. Decent players, but they are basically the same player they were at Alabama.

Now on the flipside, there are plenty that do take the next step, so maybe its just a volume thing. The more players you put on rosters, the more players you will have that don't take the next step.
