They're not picking high enough, and there isn't a long term solution available in FA. Whitworth is risky, and on the market you're not gonna get him with a short deal, he'll be looking for that signing bonus to ride into the sunset.

Your suggestion of Saffold to LT seems to be what they'll do. Then try to get GRob cooked up as a backup option, or move him to interior depth. So with Saffold at LT, which admittedly isn't perfect, they'll add to the interior with a FA and draft pick. Something like Zeitler at OG then draft a Center they really like. Brown mans up the other OG position and Havenstein at RT.
