Perennially losing team.
Since when has that prevented a team from hiring good coaches? There are only 32 teams, and if someone wants a career, they go where the opportunities are.
The Rams were a perennially losing team in the 90s until Vermeil. 9ers till Walsh, Steelers till Noll, more recently Dolphins till Gase, and so on.
I suggest the issues here have nothing to do with the Rams history.
It;s a combination of who specifically McVay wants and why, PLUS having to negotiate a new environment where more teams than ever block coaching hires off their staff.
Oh and I disagree that the Rams have nothing to offer. In terms of raw talent they have far more than they did in 2009 and also more than they did in 2012. An example of that is attracting Phillips. He knows he's not walking into a complete defensive rebuild.
