Saw this on Twitter this morning and my immediate reaction was Ughhhh.
His defenses in San Diego and Washington were not that good. I was actually shocked when he got the DC position in Washington.
I guess as LB coach that's fine but assistant HC? I hope not. They can do better.

A multiple time DC should at least be qualified to be the LB coach under the authority of Wade Phillips.

Assistant HC: This title is interesting and to me has little to do with how successful Barry's defenses were.
McVay knows him on a personal level and maybe he and Joe Barry have a working relationship from Washington that gives McVay a level of trust based on how they shared strategies, bounced ideas off of one another, film sessions or their common ground in management philosophies etc.
I would think there are several intangibles involved in this selection that can be overlooked or unseen on the surface.
When you say they can do better? Are you saying McVay can do better finding an Asst.HC? Maybe you're on wise ground by getting the ughhh feeling from this choice.
I would like to believe the Asst. HC Title is usually carefully hand picked by the HC and the job duties can vary depending on the HC and all the formalities involved in their past personal relationships and communication chemistry.
I'm not sure about Barry myself but I want to give the benefit of the doubt with this choice to the HC. Why? because this selection would seem to be based on the history of a close personal working relationship that can't be specifically measured by coaching statistics.
I may be way off and this was indeed more of a buddy system choice that gives McVay a blanket of comfort and a yes sir, sidekick to lean on.
