Fair enough. Although I don't think we see this that much differently.
It's very plausible that the order to make a huge splash by trading for a franchise QB came from up top. Personally, I lay it more at the feet of Kroenke. But even if it did, I think that circumstance was unusual and the exception.
The general rule for personnel was that Fisher was the man.
I think you guys are relying on false hunches more than an eye for the reality. More so W. On taking Goff, Fisher figured he had his team and just needed the qb and that they were going to pay for that. The number of things people on message boards who said Fisher would never do XY or Z and he DID do those things? LIke drafting a lineman in the first round? Well he traded up for a qb. I think that was a team consensus.
The structure was very clear. Like a lot of teams, the Rams had a veteran head coach with final say on personnel and then a GM who in essence worked for that coach. That's how Seattle does it, that's how New England has done it since Bellichick's first day being hired, long before he became "Bellichick."
I keep trying to tell W this. It is simply not true that the only system out there is the one where you have a veteran GM who is over the coach. The idea that any variation from the "top GM" model is somehow wrong, or suspicious, or whatever, just doesn't fit the NFL. Both models are out there and both have worked.
Interestingly, now that the coach is the inexperienced one and the GM isn't (it was the other way around with Fisher), my bet is Snead becomes more of the Polian type "guy in charge" style GM on draft and free agent decisions. EXCEPT the roster. As a rule, coaches always have last say on cutting the roster down for the season.
