Of course he can "throw the ball." There are hundreds of QB's that can do that. Only a few of those can do all the other things that makes them a quality NFL QB.
We already knew he can throw it. It's everything else that still in question and will be for some time to come. Today was better than last week, but of course, against a much more generous defense too. And like last week, he showed some positive things and those were also countered by the negative things.
One thing you see often with young QB's is that they will play well early, when they're still within the script and the game is going according to plan. But when the game gets outside the script and they have to rely on their understanding of the offensive scheme they're playing in and defensive scheme they're playing against, it starts to fall apart. We saw that with Goff to some extent today. We've seen it before too. Should be somewhat recognizable to Rams fans by now.
I would say that so far he looks pretty much as expected. I'd prefer he was blowing me away, but that doesn't have to happen yet. So far I still see his chances of becoming the player they expected to get when they drafted him to be about the same as the day they drafted him. No real change.
