Can someone explain the end of the 1st half to me?

We get a sack with around a minute left to make it second and 20 for the Dolphins on their own 24 and we let the clock run down another 40 plus seconds and then after a 8 yard run, we quickly call a timeout with 17 seconds left. Just mind numbing stuff....
